Chief Administrative Officer Joyce Boudoin Appointed Clerk Ad Interim

Orange County Clerk of Courts Chief Administrative Officer (CAO) Joyce Boudoin has been appointed Clerk Ad Interim for the Clerk’s Office, under an administrative order issued by Chief Judge Lisa Munyon of the Ninth Judicial Circuit. The appointment ensures continuity in the Clerk’s Office following the departure of Clerk Tiffany Moore Russell. The Chief Judge administered the oath of office to Boudoin at 5:01 p.m. Monday, August 31.

Orange County Clerk of Courts Chief Administrative Officer (CAO) Joyce Boudoin has been appointed Clerk Ad Interim for the Clerk’s Office, under an administrative order issued by Chief Judge Lisa Munyon of the Ninth Judicial Circuit. The appointment ensures continuity in the Clerk’s Office following the departure of Clerk Tiffany Moore Russell. The Chief Judge administered the oath of office to Boudoin at 5:01 p.m. Monday, August 31.

Boudoin has served as the Chief Administrative Officer for the Orange County Clerk of Courts since 2022. Over the past 18 years, through her dedication, leadership, and expertise, she earned positions of increasing responsibility, including, Director of the Project Management Office, Director of Court Operations, and Assistant Administrator. 


As Chief Administrative Officer, Boudoin provides leadership and oversight across key administrative and operational functions, drawing on her extensive experience in both the public and private sectors. She brings deep expertise in business operations, process management, and organizational leadership.
Under the administrative order issued, Boudoin will serve until an appointment is made by Governor Ron DeSantis, or until the outcome of a special election during the general election this November. 


The winner of the special election will serve the remainder of the term vacated by Clerk Tiffany Moore Russell, whose last day as Clerk was August 31, 2026. During the transition, Boudoin will lead the Clerk’s Office in carrying out its responsibilities and maintaining its commitment to serving the courts, customers, and community.
